Sandy's City Council on Tuesday, Sept. 1, moved the $30 million Crescent View Middle School bond closer to the Nov. 3 ballot.
The council took up Resolution 26-425, which would formally submit an argument in favor of the bond to the city's election officer, according to the Sept. 1 meeting agenda. That step follows the council's 6-1 vote on Aug. 11 to place the bond on the ballot. The bond would fund the purchase and renovation of the former school property at 11150 Vista Way, a 17-acre site owned by Canyons School District. The purchase price is $17 million.
Meeting results, including whether the resolution passed, were not available as of Sept. 2.
The council heard first readings on two land-use items: proposed amendments to Sandy's accessory dwelling unit (ADU) code and a rezone application for three parcels on Hagan Road.
Bond heads toward public hearing
The bond question asks Sandy voters to authorize up to $30 million for the property purchase and potential improvements. At the council's Aug. 4 meeting, staff estimated a $30 million bond would cost roughly $60 per household per year over a 21-year repayment period. Businesses would pay about $100 per year.
Mayor Monica Zoltanski wrote in her Aug. 20 newsletter that the $30 million cap does not mean $30 million will be spent, noting the purchase price is $17 million and any additional spending would be decided later under community direction. The bond covers capital costs, not ongoing maintenance.
A city survey of nearly 1,000 respondents showed 60 percent strong support for the purchase, according to Aug. 11 council minutes. Council Member Kris Nicholl cast the lone no vote when the bond was placed on the ballot.
ADU code changes reach the council
The Planning Commission forwarded a positive recommendation on Aug. 20 for amendments to Title 21 of the Land Development Code governing detached ADUs. The commission made nine modifications to the staff draft, including reducing the minimum lot size from 11,000 square feet to 10,000 square feet. That change would raise the share of Sandy lots eligible for a detached ADU from 21 percent to 26 percent.
Other modifications allow breezeway connections for attached ADUs, give corner lots flexibility on entryway placement and let properties of 40,000 square feet or more bypass standard accessory-structure size limits. Zoning Administrator Melissa Anderson presented the item, which the commission first reviewed on Aug. 6 before tabling it to Aug. 20.
No vote was scheduled.
Hagan Road rezone seeks animal-friendly designation
Matt Grand of 11563 S. Hagan Road applied to rezone three parcels totaling 1.79 acres from R-1-20 to R-1-20A, a designation that allows horses and farm animals. The parcels sit at 11562 S., 11563 S. and 11586 S. Hagan Road.
The Planning Commission gave a positive recommendation on Aug. 20 after Long Range Planner Jake Warner found that previous annexation minutes recommended the R-1-20A zone, but the adopted ordinance listed R-1-20. Properties to the north and west already carry the "A" designation, Warner said at the commission hearing. This was a first reading before the council.
Other agenda items
The council considered canceling its Oct. 27 meeting and recognized Deputy Recorder Barbara Tagoa'i, who received an award from the Utah Municipal Clerks Association.
The next scheduled public hearing on the Crescent View bond is Sept. 22.
